The Seven Force Procurement Team is a shared procurement service supporting the 7 police forces across the east of England (Bedfordshire, Cambridgeshire, Essex, Hertfordshire, Kent, Norfolk and Suffolk). This collaboration is responsible for third party spend of approximately £230m per annum, making this the second largest police procurement collective after the Metropolitan Police.
You will need to be commercially astute and be able to demonstrate your understanding of the relevant market sectors and how you have applied that to good effect in providing value for money contracts and delivering savings.
The role of ICT Category Manager will provide the right candidate with an interesting and diverse workload working with stakeholders across the region and you will be supported in your role with professional development and you will have the ability to work flexibly from any location within the region.

The successful applicant will manage directly allocated ICT procurements and provide supervision to the Assistant Category Managers. Undertake ICT category related procurement activities including market development, tendering, implementation, and monitoring of contracts across the 7 Forces as directed by the Head of the ICT Category. Monitor the over-arching ICT market, and key market suppliers in terms of performance and stability, highlighting and tracking risks where appropriate. Undertake contractual and commercial negotiations on the ICT category, across the 7 Forces, maximising value for money for the police forces.
Provide procurement, commercial and legal advice to relevant stakeholder teams across the 7 Forces to enable them to deliver their objectives against the individual Policing Plans which they are held accountable for. Maintain visibility to the relevant key stakeholders across the 7 Forces and gain their trust and support.
It is essential that applicants meet the following criteria:
- At least 5 years’ experience in category management (essential)
- The post holder will be able to demonstrate good experience of procurement and contract management across the ICT category and having worked as a leading Procurement professional in the area of ICT Services for a complex, public sector organisation. (essential)
- Good knowledge and understanding of contract law and the application of EU Public Procurement Regulations and legislation. This is to include developing specifications, preparing and evaluating tenders, including those operating under framework arrangements and EU directives. (essential)
- Experience of supervising staff, preferably within a collaborative environment across a number of locations. (essential)
- Have a broad, high-level technical understanding of ICT products and services to assist in gaining the confidence of ICT stakeholders/suppliers. (essential)
- Good experience of translating business needs into commercial procurement strategies that drive enhanced business outcomes for the organisations as a whole. (essential)
It is desirable that applicants meet the following criteria:
- Procurement experience with a blue light organisation (desirable)

Hours of work are 37 per week Monday to Friday. This post is offered on a permanent basis.
Consideration will be given to whether the post can be delivered on either a part time or job share basis, in line with the organisational requirements of this role.
