Up to £26,800.50

Location: Essex

This role will be based / classed as a homeworking, but will require travel as necessary to County Hall, Chelmsford as well as to London and occasionally across the ACCESS footprint

Job Purpose

The role of the ACCESS Support Unit (ASU) is to provide an effective vehicle through which programme management, governance, contract/supplier relationship management and professional business support will be delivered to the eleven administering Authorities constituting the ACCESS LGPS pool.

The ASU Support Officer will provide a high quality contribution to the ACCESS programme including supporting elected members on the Joint Committee (JC) and Officer Working Group (OWG) arrangements. The role provides a critical service to the ACCESS Programme Director, Contracts Manager and Client Manager as directed on specific project and development work, in an evolving environment, ensuring alignment of tasks and delivering a wide range of essential activities.

The role requires a collaborative style and the ability to deal with multiple stakeholders, demonstrating a flexible approach and responding efficiently to rapidly changing priorities.

Service/Functional Accountabilities

  • Responsible for making an effective contribution to deliverables and outcomes to the ACCESS programme, including the provision of facilitation services to the JC and Officers as required, especially in connection with meetings, workshops and communications.
  • Lead the production of draft agendas, reports and minutes to ensure that meetings are accurately documented, decisions correctly recorded and actions completed within agreed timescales.
  • Proactively contribute to the implementation, development and continuous improvement of the ASU, including the management and maintenance of appropriate documentation of policies, processes, guidelines, collation and storage of information.
  • Actively ensure the adoption of the communications strategy and policy, identifying suitable opportunities and announcements to promote ACCESS, maintaining the currency and content of the internet site and contributing to its development.
  • Responsible for any document and information repositories, including secure area contents and access administration, monitoring and co-ordinating responses to enquiries.
  • Responsible for the facilitation requirements on behalf of the team and the wider ACCESS group, e.g. travel, accommodation, security passes, relevant system access arrangements and purchasing administration for the efficient and effective operation of the ASU.
  • Responsible for the management of the monthly reporting process from the Operator, organising division of the output and co-ordinating the distribution to stakeholders in a timely manner.
  • Conduct research, perform analysis and prepare presentational material to a high standard. Identify and act upon opportunities for further benefit realisation across the ACCESS pool, e.g. by identifying synergy between participating funds, making connections and helping co-ordinate approaches.
  • Specific individual and shared targets and objectives are defined annually within the performance management framework.

The postholder will be required to maintain constructive relationships with a wide range of senior internal and external stakeholders including but not limited to:

  • ACCESS Joint Committee (JC)
  • ACCESS Officers (OWG)
  • s151 Officers
  • Local authorities particularly those in the ACCESS Pool
  • Member representatives
  • Supplier representatives
  • Wider ACCESS Support Unit

This role will be based in County Hall, Chelmsford but will require frequent travel to London and occasionally across the ACCESS footprint. The postholder will be required to work with those leading workstreams and associated programmes to ensure alignment of work and to manage to delivery of activities essential to the success of the programme.

Skills, Knowledge and Experience

  • Educated to RQF level 2 (GCSE) including mathematics and English or equivalent experience demonstrating that level of numeracy and literacy.
  • Ability to develop skills, knowledge and experience within role. Local Government Pension Scheme experience would be desirable.
  • Experience of working within a professional business support environment. Highly proficient in the use of MS Office applications including Excel, Outlook, Word, PowerPoint, OneNote, Acrobat etc.
  • Excellent verbal and written communication skills.
  • Able to operate with minimal supervision, prioritising own workload effectively, organising meetings, workshops, and other events, including producing agendas, taking accurate minutes and ensuring actions completed.
  • Ability to research and analyse information for others to use, paying attention to detail and achieving high levels of accuracy and operating to critical deadlines.
  • Capability to effectively absorb and apply complex information, e.g. policies and procedures.
  • Work in a way that continually seeks opportunities to improve and to better understand the ACCESS agenda as well as the needs of the participating administering authorities.
