New Delhi: PSU officials joined a virtual interactive session today on “Reforms in Public Procurement and Project Management” organized by Indian Renewable Energy Development Agency Limited with preventive vigilance as the focus.
In his address, CMD, IREDA, Shri P K Das reiterated the essence of vigilance incorporate activities and underlined that corruption needs to be fought with multi-faceted strategies. Preventive vigilance is one such strategy that aims at constant reviewing of rules, procedures, and practices. He hoped that the session will help staff to meet the day-to-day objectives and transparent functioning of IREDA.
Shri Das highlighted several initiatives taken by IREDA in the last 8 months such as fortnightly review meetings for monitoring & recovery, simplification of disbursement, quarterly borrowers’ interactions, and weekly lecture series from reputed professionals from different walks of life. He sensitized the audience about the need for vigilance in project monitoring and recovery activities in an NBFC like IREDA to protect its customers as well as employees’ interest.
Delivering the introductory remark, Ms. Manisha Saxena, CVO, IREDA made a presentation on the Central Vigilance Commission guidelines on “Reforms in Public Procurement and Project Management”. She highlighted that no vigilance case is pending in IREDA, which is the result of a clean and transparent system in place.
Dr. Sunita Singh, CVO REC Limited & Ms. Trishaljit Sethi, CVO NTPC Limited addressed the participants on “Effective Project Management” and Ms. Alpana Shukla Rao, CVO, EPIL spoke on “Reforms in Public Procurement”.
Ms. Trishaljit Sethi, CVO, NTPC pointed out that the GeM portal has clocked transactions of Rs. 40,000 crores for procurement of goods & services and that is why effectiveness in public procurement is important. She emphasized that open tendering to be done as far as possible and feasibility studies of projects should be properly done.
Dr. Sunita Singh, CVO, REC elaborated on important aspects of tendering especially for the hiring consultants & IT services, and shared several case studies. Dr. Singh pointed out that a uniform rating system is required for the evaluation of consultancy firms and consultants in the tendering process.
Sharing a research report titled “India: Probity in Public Procurement” published by the United Nations Office on Drugs and Crime (UNODC), Ms. Alpana Shukla Rao, CVO, EPIL said that data analysis should be part of our procurement process. She underlined that an effective monitoring system should be in place for preventing corruption in procurement. Queries raised by the participants were also addressed by the speakers.
