The recompete of one of the most important small business IT services, GWACs, is right in front of us. Polaris will host billions of dollars in federal technology services work throughout the 2020s and into the 2030s. GSA has indicated that they will use a scorecard methodology to decide which companies will be prime contractors on these vehicles for the next decade. BD Squared’s Stephanie Mitchell and Brian Friel, who have supported winning scorecard bids that have led to hundreds of millions of dollars in revenue growth for their small business clients, will provide an overview on how to prepare for these large scorecard procurements. They’ll review the timeline and discuss the steps small businesses should be taking to prepare.

About our speakers:

Brian Friel founded BD Squared LLC  to fill a gap in the federal market for customized, expert data analysis. The company specializes in tactical intelligence for the federal market. It pioneered a first-of-its-kind predictive analysis for the Alliant 2 GWAC, which scored every potential bidder, estimated the cut score for both the Unrestricted and Small Business programs and helped companies make strategic decisions about how to bid.

Stephanie Mitchell is a DoD/federal government acquisition veteran. She spent years working on acquisition for the Defense Information Systems Agency (DISA) and has won contracts across DoD and the federal government. Mitchell specializes in Scorecard Proposals and Best in Class Vehicle Management. She works one-on-one with companies to match their capabilities and expertise to future opportunities. Mitchell has introduced companies to the DoD market space, taking them from pre-revenue to positive revenue in the government space and zero brand recognition to DoD contracts within six months in most cases.

Cidney Quenzel leads the vehicle services programs for BD Squared LLC, supporting both prime and sub companies’ task order pursuits on CIO-SP3 SB, STARS II, VETS 2, SBEAS and other major federal contract vehicles. Quenzel has more than two decades of experience in the government procurement arena, both in industry and in government roles.
